Appointment to the post of Director/ Chief Innovation Officer, NIF India

National Innovation Foundation-India (NIF), Gandhinagar, an autonomous grant-in-aid institution of Department of Science and Technology, Government of India invites applications from highly motivated professionals, who are Indian nationals, for the position of Director/Chief Innovation Officer. Those who have faith in the potential of grassroots innovators and are initiative-driven and performance-oriented may apply for the posts.

Applications received in response to this advertisement as well as nominations received from eminent fellows of prestigious national science and engineering academies, Directors of national R&D laboratories and Vice-Chancellors of universities will be considered by a Search-cum-Selection Committee. Based on the recommendations of the Search-cum-Selection Committee, the Director/Chief Innovation Officer will be appointed after obtaining the approval of the Competent Authority.

as per 7th CPC

3. Mode of Recruitment

Recruitment for the post of Director shall be made by any of the
following method (s) :

  1. Direct Recruitment
  2. Deputation, including short-term contract
  3. Re-employment
4. Age limit for direct recruits

Not exceeding 52 years as on 1st January, 2022

5. Qualifications

Essential:

First Class Masters Degree in Natural Science/Agriculture Science/ Engineering/Technology/Medicine from a recognized university.

 Desirable: 

  1. Ph.D in Science/Agriculture/ Engineering/Medical Science
  2. Demonstrated competence in building value chain of grassroots innovation as well as outstanding traditional knowledge; experience in managing research advisory process to prioritize innovations involving top level scientists and policy makers; ability to communicate with grassroots level creative communities and individuals will be equally important; experience in development of action- research proposals for validation, value addition and/or business development and mobilization of funds and licensing of technologies will be additional advantage
6. Experience

For Direct Recruitment:

 

Essential :

  1. At least 16 years of experience in R&D in industrial and academic institutions and / or Science and Technology organizations or as faculty/ scientist of recognized national/ international universities/ research institutes/ corporate R&D Labs etc., out of which at least 3 years should be in managerial/ administrative capacity for science & technology programmes, planning and development, budget & finance, coordination and such organizational matters.
  2. R&D experience in pursuing research, guiding innovation based value addition, business development and scouting and documentation of innovations

 

For Deputation/Contract:

In case of Recruitment by Deputation/Contract-Scientists
or Technologists working in the Central/State Governments/ Universities/ Recognized Research Institutions/ Semi-Government, Statutory or Autonomous Organizations in India,

(a) (i) holding analogous post; or

(ii) 5 years regular service in the post carrying Level 13A in the pay matrix of 7th CPC (in the pay band of Rs. 37,400-67,000 + Grade Pay of Rs. 8,900/- or equivalent as per 6th CPC); or

(iii) 7 years regular service in the post carrying Level 13 in the pay matrix of 7th CPC (in the pay band of Rs. 37,400-67,000 + Grade Pay of Rs. 8,700/- or equivalent as per 6th CPC).

(b) Possessing the essential educational qualifications mentioned in para 5 above and essential experience mentioned above for direct recruitment

7. Tenure

For Direct Recruitment & Deputation/Short-term Contract

3 to 5 years or on attaining the age of superannuation as per extant Govt. instructions (60 years at present), whichever is earlier.

 For direct recruitment, the probation period for this post is one year from the date of joining the post.

8. Job Description
  1. The Director/ Chief Innovation Officer will have the overall administrative control of the Institute and will provide high-level leadership to the Institute in identification of research programmes and projects of national and international relevance in various specialized fields of research undertaken by the institute. He / She will enthuse and motivate scientists/ officers/ staff of the institute; promote creativity and excellence and create an atmosphere conducive to harmonious functioning of the institute. He / She will interact and establish rapport with national and international, academic and professional institutions and specialists dealing with the domain area of research undertaken by the institute and will ensure multi-disciplinary and multi-institutional cooperation towards fulfilment of the objectives of the Institute.
  2. S/he has to manage developmental or, innovative activities, preferably at grassroots level. Familiarity with information technology applications and proficiency in communication is must. The person should be obsessed with the idea of making India inventive. S/he has to
    1. Help create an environment in the country such that innovative and inventive people do not feel helpless and unrecognized
    2. Ensure that their ideas and innovations are networked with other experts in formal and informal scientific and developmental institutions so as to become socially desirable and environmentally compatible products or services
    3. Manage the organization, assist the board in reviewing the progress and maintain accounts and office systems in a transparent manner
    4. Coordinate the team of professionals for scouting, documenting, value adding, disseminating innovations besides getting their intellectual property rights protected and business development
    5. Ensure that all the reporting requirements of DST and other government institutions are fulfilled in time and in proper manner
    6. Create and manage knowledge network around grassroots green innovations.

9. Application / Nomination Process

By Post : In case of direct applications, the information in the attached formats I and II should be sent by post to The Chairperson, National Innovation Foundation - India, Grambharti, Mahudi Road, Gandhinagar - 382650, Gujarat, India, along with self-attested photocopies of certificates in support of Age, Qualifications and experience so as to reach the above mentioned address latest by 28th February 2022. The last date of receipt of applications from candidates (including nominations) from Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of Jammu and Kashmir State, Lahaul and Spiti District and Pangi Sub Division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands and Lakshadweep will be 15th March 2022.

Nominations : In case of nominations, the eminent persons nominating a candidate may forward the candidate’s application along with recommendations, consent of the nominee and duly attested photocopies of Doctorate and Masters’ degree certificates in support of qualifications and experience. by post so as to reach the above address by 28 February 2022.

Persons employed in Government Departments, Autonomous Organizations and Public Sector Undertakings, should send their applications through proper channel along with NoC/Cadre clearance, Vigilance/Integrity Certificate. The candidates may clearly specify the preferred mode of appointment viz. either by Direct Recruitment or by Deputation or either one of these two. In case of appointment on Direct Recruitment basis, the candidate would be required to furnish a consent for technical resignation from his/her substantive post in the parent organization.
